Woodbury was established in 1819 and named for Levi Woodbury. It never had a railroad connection, so the highway shaped its downtown instead. When the road that is now U.S. 70S was finished in the late 1920s, it brought new commercial building, and many of the historic downtown stores date to the 1920s and 1930s. The Cannon County Courthouse in Woodbury is a Colonial Revival building from 1935, and the square hosts a weekly Cruise In.

East of town, U.S. 70S winds through foothills. Short Mountain, the highest point in Cannon County at 2,074 feet, is where the East Fork of the Stones River rises before it flows through Woodbury. A house tucked into a hollow sits sheltered, while one on a ridge or knob takes noticeably more wind. Cannon County has long been mixed farming and livestock country, so a property may also have a barn or hay shed that needs a roof.
